This tutorial is done in Photoshop.

1. Crop your image to 100 x 100
2. Filter > Sharpen > Sharpen
3. Edit > Fade Sharpen. Fade it to 80%
4. Duplicate your base twice. Set the first duplicated layer (the one on top in the layers palette) to Soft Light at 70%. Set the second one to Screen at 25%
5. Layer > New Fill Layer. Fill it with color #001a42. Set it to Exclusion at 100%
6. Layer > New Adjustment Layer > Selective Color. Make sure the method is Relative. Put in these settings:
REDS:
Cyan = -100
Magenta = +1
Yellow = +14
Black = -10

YELLOWS:
Cyan = -57
Magenta = +39
Yellow = +30
Black = -24

WHITES:
Cyan = +14
Magenta = -8
Yellow = +35
Black = +7

Blacks:
Cyan = 0
Magenta = 0
Yellow = 0
Black= +32

7. Layer > New Adjustment Layer > Curves.
FIRST POINT:
Input: 170
Output: 167

SECOND POINT:
Input: 109
Output: 108

(all you need to do to make a second point is just click anywhere in the box and just fill in your input and output.)

8. Layer > New Adjustment Layer > Selective Color
REDS:
Cyan = -100
Magenta = 0
Yellow = 0
Black = +48

NEUTRALS:
Cyan = +31
Magenta = 0
Yellow = 0
Black = +11

9. Layer > New Fill Layer. Fill layer with color #e2a9ff and set to Soft Light at 77%
